Partially. Soft phone footage and slight misfocus sharpen well. Severely out-of-focus footage can't be truly recovered — sharpening only enhances edges that exist, it can't add detail that was never captured.

Too much will — strong sharpening amplifies noise and can add halos around edges. Start with Light and only go stronger if the footage is soft and clean.
Does sharpening reduce video quality?
It re-encodes at the original resolution and frame rate with a high-quality encoder — at Light or Medium you won't see a difference in normal viewing.
